I have done this over a time. Uploaded the gif and am not sure why it loaded as a still so I will just attach the xcf now.
What I need help with is - the quadrilaterals only appear one line at a time. 1st side, 2nd then 3rd and lastly 4th until the whole shape is there, then the next and then the next.
I also need this to after the whole is there to shrink and grow. Shrink towards the centre and grow larger every time. 3-4 times.
Be great if someone can do it for me.

it looks to me like you simply have to make a little larger backgorund
when you rotate an object it uses a little larger screen background
than the drawing actually is, by using the drawing padding.
thiis the simple explanation. maybe this will help.
