Just an update…
I had occasion to check and h^^p://gmic.eu/gimp.shtml is once again accessible without a proxy
and the filter update button at the bottom of the GMic window appears to work (or at least does not report an error)

Even so, the utility of having a mirror (or some other alternate source) seems like a good idea…
