obtained by applying Garagecoder's "Aurora" (default parameters: 6,1,0) on a new layer
setting layer mode to Overlay 100%
duplicating the "Aurora" layer
reducing opacity to 90% (keeping Overlay mode)

I tried your methods on this photo. I changed the layer mode, too. I like because it gives an original look to the photos. :)

I duplicated the original, apply repair-> smooth bilateral on the copy.
I made 3 copy the filtered layer.
The copy on top is for the contours ->contours->gradient norm, checked "negative colours". I coloured the contours with curves (usually I make them blue, this time I preferred a dark yellow). Layer on multiply, opacity near 50%.
The middle one ->testing -> Corvo's painting. XD. Layer mode normal, opacity near 50%.
The bottom copy -> contours, segmentation.
Merged the middle and bottom copies, played with curves on the merged layer (rgb curves and hsl).
Added a texture ->pattern -> canvas texture with a low amplitude.

Hope you don't mind me cheating. Though I did a lot of G'MIC bilat smoothing for cleaning (also used Wavelet Denoise filter which is not G'MIC), I also used some other things (to darken the sky, I used Unplugged's Ink Rubber set to value; this is a filter factory filter which I used the User Filter for run). Also, selectively saturated the reds. Forgot to add that I also first dupped and ran Luma Invert filter set to overlay for a contrast mask. :)

Used Fast Tone mapping then hyper saturated. :)
