Where is the 1.5.9.2 version of G'MIC that has been released?

Is there a windows 64 bit version somewhere? I looked at the list and it wasn't there.

You should try this one :

It's 1.5.9.3 beta, but it should work like 1.5.9.2. And there is the OpenMP accelerationn available for some filters
