You can try on an RGB image to understand the effect of the filter (does not work on a RGBA image) :roll:

It just appears to darken and shift the hue of the image I tried; also I notice some posterization with the result. Currently have no vision as to what I could use it for but I always find purposes for plugins soon enough. Found a cool way to make David R's Felt Pen preset work quite well if you run another GIMP Testing preset first (Naggabot's Vector Field Rotation Demo). Below's a result if you run Naggabot's preset first followed by Felt Pen preset. :)
