No longer is there a Tool Options icon

It seems to have been absorbed into the active tool workflow,
which is great.

In version 3.2.0

Here I have chosen the move tool. Last tool options icon was the same for each tool. If you hover over the icon showed above your tool options you will also see it says tool options

@wallace, may make it easier for people new at gimp too
