I read:
you can find this patterns in the menu bar, through File → Create → Patterns.

I have'nt this in my Gimp:

I have 2.10.36 and don't have that either.
Where on that page does it say you can find create patterns there?
You can however under render in filters find patterns and if you have GMIC you can as well find patterns in their own category. If you cannot find them you can do a search at the top
