This may help somewhat.
Gimp Preferences > Tool Options > Move Tool > check Set layer or path as active.
With this option enabled; when you select any exposed part of a layer (on the canvas), it remains active. Ideally layers will be cropped to size.

You can "Edit->Undo" (CTL-z) after clicking on a layer with the Move Tool. Apparently a "move" operation is entered into the UNDO history even if the layer has not moved at all.

I don't use Windows but on GNU/Linux one can enable the "keypad:pointerkeys" mode and use "5" on the numeric keypad to perform the mouse click (I imagine Windows has something similar). This will ensure that the layer is not moved (though a "move" operation is still entered into the UNDO history).

I find the move tool to be a very intelligent on how it is able to jump between layers when I clicking on the exposed of any layer. This is the only reason I will keep around the move tool in GIMP 2.9, since the unified transform tool does not have it.
