I have yet to figured out how to add GAP to Gimp 2.8 and have a fully functional GAP installation.
A fully functional GAP for 2.8 and higher has not been compiled yet that I'm aware of, am I wrong?
On Linux GAP works fine with Gimp 2.8.14.
Have you had a look at the Windows gimp-extensions installer (2014-09-02)? You should be able to choose only GAP.

Thanks for the link Odin. I downloaded it and ran the install and this is what I got. :(

The only way to display a large image in playback is:
.Save your image to the desired size to avoid losses.
.Resize the image until it is the right size to display the playback.
. View it in playback.
.If you are satisfied with the animation, to return to original size simply retrieve the saved image or do: Edit> Undo

Sorry Carlos, I must disagree with you.
That is why I have explained how to use the AltDrag script for windows, so that one wouldn't have to resize that image. To be able to view the original animation as is, in it's original size, unaltered.
That's the entire point really.

Try using your archive manager (7-Zip?) to manually access and install the GAP files. The main GAP plug-in files should be easy to find. There should be 2 shared script files as well, gap-dup-continue.scm & sel-to-anim-img.scm. I'm not sure about any other dependencies you may need, but if so, they should be available in the archive.

plug-ins/
├── gap_bluebox.exe
├── gap_decode_mplayer.exe
├── gap_filter.exe
├── gap_fmac.exe
├── gap_fmac_varying.exe
├── gap_morph.exe
├── gap_name2layer.exe
├── gap_navigator_dialog.exe
├── gap_onion.exe
├── gap_player.exe
├── gap_plugins.exe
├── gap_storyboard.exe
├── gap_vid_common_encoder.exe
├── gap_vid_enc_avi.exe
├── gap_vid_enc_ffmpeg.exe
├── gap_vid_enc_rawframes.exe
├── gap_vid_enc_singleframes.exe
├── gap_video_extract.exe
├── gap_video_index.exe
├── gap_wr_color_curve.exe
├── gap_wr_color_huesat.exe
├── gap_wr_color_levels.exe
├── gap_wr_opacity.exe
├── gap_wr_resynth.exe
├── gap_wr_trans.exe

I'm winging it with this method, I haven't tried this myself, someone with Windows OS will have to test.

Thanks for this suggestion Odin. I did this, but can't seem to get any of it to function nor does any of it show up in Gimp.
I also may have missed something, but I have no way of figuring out what that might be.
It looks like a lost cause, until someone can compile a proper GAP install file for 2.8 and higher.

To save a playback animation slower or faster you have to "Export as" a ".gif". It will give you the option to play as an animation instead of a gif and will give you the opportunity to set "Deley between frames where unspecified". Input a number, check the box that says "Use delay entered above for all frames" and you're set!
