addonCollectionManager for plugins (Solved)

Operating System: Windows
GIMP Experience: Intermediate Level

Hi Gimp users. This is a question mostly directed to our friend ofnuts, but if any other Coders know it will help. The addonCollectionManager-3.0 is a great plugin and I love it. I have two questions:

1. Why this collection manager doesn't work with plugins? Excuse my dumbness, "sometime I feel like a nut, sometime I don't".
2. Also, it's there is a script or plugin that manage plugins? If you answered the first question with a NO, disregard this question.

Because you have to restart Gimp to reload plugins. There is no "hot refresh" possible like for other add-ons.
