does anyone know how to put pictures in videos?

You have to use video editor software, and add either a masked image or picture overlay type device. Rather easy. It could also be considered a watermark.

I am not sure what you are asking. You say you want to put that picture of the guy with the yellow hair into all your video frames? Do you have the layers of the video now?
The only way I know is if you have your layers, add a layer at the bottom of the stack, upload that picture into that layer, go to animation > combine background and the picture will add to all the layers, then delete the bottom background layer.
To do this you need sg-combine background script, which I added below as an attachment. Place this file in your script folder.

i cant use gimp for this

Go to Video menu, Filters add Logo.

Like I said you need video software. It has become an easy to adapt standard now a days for any quality editor.

What do you guys think of Blender's Video Sequence Editor? It is the only program I've used for this purpose. I "over dropped" a series of PNG images with transparency onto another image to make a video.

For a logo - large or small
Maybe try Avidemux, versions for Linux (see your repo) or windows see

A few caveats,
No transparency, Your example seems to have transparency. If the logo is over a static part of the video, you can adjust your image and duplicate that section of the video.
If you want to add to just part of a video, you will have to split the video & rejoin after adding the logo.

A better bet might be a subtitle, You can use Avidemux and it is not too difficult.
Caveats, although you can choose a font, colour & vertical position you are stuck with the text centered in the frame.

Further than that (and free) you might have to look at Avisynth ( a frame server) in conjunction with Avidemux, but then it can get complicated.
