How can I paint a black and white image or a colored, with white paint like this wallpaper.



Without the movement.

Paint with a white colored brush at whatever opacity works for you. The movement looks like it was done afterwards or with a brush that had that pattern in it.

I would create a separate layer with white paint, and then hit parts of it with some wind in both directions.After that i would set the opacity to my liking and move the layer around to where i needed it to look right.

You may even want to try a white layer set to a low opacity, and a white spot layer hit with the wind filter,and then opacity set low.

My suggestion is simple

create a new TRANSPARENT LAYER above and change mode to Lighten only

Paint or airbrush
with white or any light color you like...then you may also apply filters (as example to blur) etc
