An alternative would be to drag the brush from the Brushes dialog and drop it on the Toolbox -- this will create your separate image. Perform the flipping and then an Edit->Copy. Next select the Clipboard Brush in the Brushes dialog (always the top left brush). If you want the brush to use the active foreground color, the separate image should be flattened (with a white BG) and its mode set to grayscale.
