It is possible (at least it is in linux) In Edit -> Preferences

In the Interface -> Icon Theme choose Default (1) and untick Use symbolic icons if available. (2)

If you do not want Tool Groups. In Interface -> Toolbox untick Use tool groups (3)

Also, when you open up version 3.0.0 RC1 it will show a window that says
Welcome | Personalize | Contribute | Create | Release Notes
Click on Personalize and you will be given the option to change the icon theme from default to legacy or visa versa there.
You can also change the size of some things and ask for tool groups or not here.
Once this window is closed though you can only see it when you open up gimp again.
I think they are also going to make changes in the future with the icons, unless they already have and I missed it

sallyanne: You can also access the Welcome Dialogue any time by going to Help -> Welcome Dialog.

I use it a lot when I'm testing theme changes.
