how do I do to make a frame like this?

Hello, how do I make a frame like this?
I did this in GIMP back in 2005 and can not find back how I did it.
There was plenty of selections, styles etc..

Really, although a pre-made frame or a plugin can be used, it is easy enough to add a mask then paint out the edge with a suitable brush.

Another easy way to do this is with Beautify/Rip-Border, if an existing border does not suit add a new one to the rip-border/borders folder
