I would like to know too; only thing that comes close that I know of is a G'MIC preset called make squigley but it's now where near like this result unfortunately.

There is a lot going on in this image using many techniques. If you are new to Gimp I would suggest finding tutorials using, Layer Modes, Masks and Selection Tools. Your image has a cosmic look so start with, How to make a Cosmic Wallpaper in GIMP.
