How to Change Appearance so icons are in color?

GIMP Version: 2.8.14
Operating System: Windows
GIMP Experience: Intermediate Level

I realize this is probably a silly question, but I just downloaded version 2.8 with all the plug-ins.
The theme is different and the most of the icons are no longer in color (like in the toolbox).
How do I change the settings so that these icons are in color?

You've half answered your question yourself.

The icons are defined by the theme, so go to Edit>>Preferences>>Themes and choose a suitable one (you may have to re-start GIMP to see the new theme)

However, it's going to depend on which themes your GIMP package has been supplied with. The official GIMP installation comes with coloured icons by default, so where did you get this package from?
