After some head-scratching and Googling, my best suggestion is try the Relief light filter in G'MIC, in "Lights & shadows" (Install G'MIC if you haven't yet). It does a lot of shiny-plasticky things, depending on settings. The preview is not always accurate, but it's fun to play with.
