Hi, I am using the below:

Simone Karin Lehmann bulid - Mac OS X 10.9.x Mavericks & Yosemite - 2.8.14 *** new 01.02.2015 ***

MacBook Pro 2.9Ghz i7 8GB ram SSD drive - OS X Yosemite

I have an open image, when initially selecting one of these tools there is a lag of about 10-15 seconds before the window will open to make adjustments, and then onwards they load straight away.
If I then make a copy of that layer, I again get a lag before the window opens, and then again onwards opens as expected. If I then copy the layer again, I again get the same behavior.
Is this expected behaviour on OS X as I don't get it on Linux.

Have you checked any of the dialog's that contain a preset list, to see if this list is very large/huge?

I also had this lag in a previous version of Gimp. When I noticed that all the dialog's which contained preset lists were all opening with this lag.
I do believe the version of Gimp you're using controls this list of presets that are kept/retained.
In my case I had hundreds of presets that needed to be removed, some were over a year old.
Check this out and see if any of your preset lists are unusually large.

I have tried that and it makes no difference, I have just install 2.9 from Partha and it does not show this behaviour.
