There is a filter called Pixelize.
This filter doesn't do such a great job on images that have many colors.
It may work better with images that have less colors.

You can also try G'MIC's Old School 8-bit degradation filter. Since it cannot handle transparencies, I deleted the black background (result of preset).

Made this one with G'MIC's, Arrays & Tiles>Grid(cartesian).
The image isn't very clean, but it's pretty close.
I also had to do a little work on it to make it as seen below.

There were a lot of spaces where the grid lines were that needed to be filled.

The best way i found was pretty tedious but you need to resize the image smaller and then magnify and take a snap shot of it larger. Of course then comes the tedious part of using the fuzzy color select tool to select even transparent pixels.
