Gimp 2.8.14 Toolbox Problem

GIMP Version: 2.8.14
Operating System: Windows
GIMP Experience: New User

when open Gimp and edit a picture, i click the move icon and move the image, but when i want to rotate, erase, color or flip the image, it wont select the tools unless i press "enter" same thing happens when i export, it'll let me press export as but once i type in the file name and try to click export, i have to press "enter" right after i click on export. can anyone help me fix this problem?

Have you got any kind of activity monitoring/security software? And if so, does the problem persist if you disable it?

Have you tried double clicking or clicking the mouse twice? This has happened to me before. I am not sure if newly installed apps can change this setting in your mouse software or not. But it has happened to me before where i would mouse over a button and the button would click without left mouse click. Check in your mouse settings for changes.
