I was wondering if there's a filter that'll takes any image
and then uses color of the image and apply random strokes around the general area like of different sizes and maybe even different lengths in different direction.

I was just wonder if such thing existed what the result would look like or if it would like some sort of impressionist random stroke painting.

That's interesting, don't know if there's a filter that does this.

Somewhat trivial but true randomness is rarely very pleasing. You will almost always want to tweak it (direction, sizes...) and keeping that tweak "natural" requires some research.

"Filters->Artistic->GIMPressionist" should be able to do that.

I'll try this as soon as i get GIMP installed again (like now)... i just reset my computer to factory setting and was wanting an excuse to install GIMP again and this is it.

i just noticed my post's title.."will does" wow... awesome goes to show I was thinking of two sentences at once.

As a heads up, just a few hours ago GIMP 2.8.16 was released. I doubt if Windows or Mac binaries have percolated yet, but if you use GNU/Linux then you might consider getting the latest version.
