You can download the latest version from Partha.com for GIMP-2.9.5.

Once you download it (either the portable or the install) open it and go to Edit>Preferences>Playground and check all that apply (more cool toys)

Symmetry painting can be enabled here
Windows>Dockable Dialogs

Then you have to enable one of the settings here

This is mirror> central symmetry
Image

Word of caution: 2.9 is a work-in-progress version. Things can be broken, and when they get repaired something else can become broken. It is not fit for general use (when this happens it will be called 2.10).

Yes keep in mind Oppario every odd version of GIMP-2 will be a test beta. Every even version will or should be stable enough to be able to use for production.
