Sorry to be so lame, but I need someone to walk me through how I can select a layer (without just getting lucky, I need to know some method which always works).

I have an image that has 4 layers -- or so the layers thingy seems to indicate. When I click on a layer in the layer thingy the layer thingy responds by highlighting what I clicked with a blue background. Evidently that does not select the layer -- in the sense that actions would be performed on the highlighted layer -- because when I attempt to move the layer a *different* layer gets moved instead. Is there some way to tell gimp the logical equivalent of "please work on the layer I specify until you are explicitly told otherwise " ?

If there is transparency in the layer you are trying to move and your cursor is in a transparent area you will move a lower layer.
Under "Tool Options" for the move tool, make sure you have selected "Move the Active Layer".
