Why isn't my background white?

GIMP Version: 2.8.14
Operating System: Mac OS
OS Version: 10.11.6
GIMP Experience: Basic Level

When I...

-Open the above image in GIMP
-Then Color to Alpha (which appears to make the background transparent as I believe it should)
-Then put a white background behind it

...the background is #efefef instead of #ffffff. Any idea why?

When you turn color to alpha, you'll have to select the background color instead of white.
If you start with a light gray, and color to alpha using white the light gray will turn to some transparency and then when you add white background, this some transparency makes your background look not pure white.
Here's a white background.
I used color to alpha but selected the background color to turn to color to alpha and then re-added white background.
