Align tools is disable

GIMP Experience: Basic Level

Hello Gimp users

The Align tool is disabled.
What I am doing wrong.

Have you clicked on the layer first so you get little squares at each corner before the 'arrows'.
I hadn't used this tool before and I couldn't - found out that is what I had to do before it worked.

You have the relative to image set right
