1) From where I can download "Crazy Hedcut" for Gimp 2.10.06 ?
2) How can I Add "Crazy Hedcut" to Gimp 2.10.06

Yes, Issabella is correct.
I wrote a couple of times that, if someone wants to receive one (or more) of my ported filters:
- she/he has to have 2.10.6 installed and running
- she/he is willing to test and post the results on GC
- she/he sends me a PM with the e-mail address where I can ship the material
So, if you like to get the ported Crazy Hedcut, send me a PM
