Can't seem to rotate layer

GIMP Version: 2.10.4
Operating System: Windows
GIMP Experience: New User

Please help. I am trying to rotate a layer, but when I drag and then click the rotate button, I get the rotating icon but when it's finished nothing has happened. Scale, shear tool, etc. work but for some reason rotate will not.

Madra, are you sure the layer option is selected on the rotate tool and not the selection or the path option.

Also when you want to use another tool MAKE SURE YOU HAVE NO SELECTION (marching ants)
(I often wonder why something doesn't work and look at select drop down menu. If none highlighted I have a selection.)
Took me 10 years to figure that one out.
