Guessing

That the first thing you do with the text tool is draw a text box on the canvas to define the position. This is common with other graphic applications. In Gimp this becomes fixed because you have just defined the size by pulling out the handles.
All you need to do with the text tool is click on the canvas and start typing in text. The text 'box' will remain dynamic.
Need to move it to a new position? Still in the text tool, use Ctrl-Alt-left-click in the text and drag around the canvas.

Better than moving as a layer later on.
