After opening a *.png or *.jpg file, there is a ruler at the top of the page.

How do I activate the ruler at the bottom of the page?

Thanks.

There is none > no ruler at the bottom AFAIK.
Rulers are on top and left side only. Also Rulers does not depend of the image type you open, they are always here when opening any type of image or creating a new one.
Tip to know: Click inside a ruler (any), stay clicked and drag it inward the canvas, you just created a guide :bigthup

I can't remember if you can move the rulers around in Preferences or not. I'll have to look into that one.

Dont know why you would want a ruler at the bottom of the page anyhow. Wherever your cursor is in the canvas you can see a mark on the left and top to tell you the position of it or even at the bottom of your gimp window it should.
By the way guides or grid should help you.

As per GIMP Docs 2.2. Image Window

#4 Ruler: In the default layout, rulers are shown above and to the left of the image,
indicating coordinates within the image.
You can control what type of coordinates are shown if you want to.
By default, pixels are used, but you can change to other units,
using the Units setting.

One of the most important uses of rulers is to create guides.
If you click on a ruler and drag into the image display, a guideline will be created,
which you can use to help you position things accurately.
Guides can be moved by clicking on them and dragging,
or deleted by dragging them out of the image display.
