Not sure how to explain this but I would like to put up an image on the web keeping it so that the quality is reasonably good but when zoomed out on the quality is poor and distorts the image?

Hi Deb. If you mean you are trying to save website space (smaller image size) try this.
Normally for web images you would save at 72 DPI (dots per inch) smaller image size.
For creating printouts usually 300 DPI. Larger image size.
