Removing engraving lines from image

How do I remove the engraved (white) lines on a piece of art, like on ones by Gustave Dore for Paradise Lost? If possible, I'd like to do so in a way that won't take a significant amount of time using the clone or heal tools or the resynthesizer tool by hand.

You could try Despeckle.
You can find this filter under Filters > Enhance> Despeckle
This filter is used to remove small defects due to dust, or scratches.

Then use color curves to possibly make adjustments.
The Curves tool allows you to work on any tonal range
and can be used for changing the color, brightness,
contrast or transparency of an active layer or selection.

Also the Levels tool might be helpful with adjusting the Shadows and Highlights.
