You could probably use GAP "Gimps Animation Program", to open the video and remove the frames you want.
GAP will extract frames from AVI ,and other video formats.
An alternative would be to purchase a video to GIF converter(which is what i did), and then just open the GIF in Gimp and save whichever frames you want as icon images.
