GIMP Version: 2.6.11
Operating System: Windows
OS Version: XP - SP3
GIMP Experience: Beginner Level

List any ERROR messages you received:
The procedure entry point libintl_setlocale could not be located in the dynamic link library intl.dll



Please help! I got a new Computer with Windows 7 Pro and installed GIMP 2.6.11 from the gimp.org site and I continue receiving the error message above when Gimp is starting up. I click ok on the error message and another pops up with a different file name, but same message. Eventually Gimp loads but no filters or tools are available.

You have conflicting intl.dll files and the one included in your gimp is being superseded by another intl.dll in your path. Do this - search for this file name in Windows and see how many you find. Leave on the one that came with your Gimp installation intact and rename the others and see if the problem goes away. Next make sure that the applications that installed the other intl.dlls are working.

I located one named the same and renamed it, but still having the same problem. Tried moving the renamed file to a flash drive but the system won't let me because it is in use by some biometric monitor. This is really frustrating because I use GIMP as my primary graphic design software for my work.

Boot on an installation CD (any Linux "live CD" or your Windows install CD) to rename the file.

Well, this should not happen. Can you download Gimp and reinstall? That will clear this up.

You also have the option to download the portable version of Gimp 2.7.3 from my website which you can install on a flash drive and you are good to go. People here have used it (and are using it) and have not had many issues.

Using Windows 7 64 bit version I had to copy intl.dll from the C:\Program Files (x86)\GIMP-2.0\bin folder to the C:\Windows\SysWOW64 folder. This fixed the problem for me!

Boot into safe mode and rename it there.
