I need to place a "Blend" background onto an indexed layer in a gif animation. Is there any way to do this WITHOUT losing color quality?

You need to change the color mode to RGB.

Image > Mode > RGB.

Indexed files (gif) will not take color properly.

After you have applied whatever colors you want, you re-save it as an animated gif file and it will index it again for you.
