I'd say yes as the link on the GIMP.org downloads page is pointing to sourceforge.

Of course (as Photocomix Ninja'ed me ) you can get other installers:- http://www.partha.com for example.

And it doesn't include Linux and MAC versions of course.

For windows only. And with 2.8 Partha's site has become rather popular too so there is a second source for a Windows version of Gimp 2.8.

Whats amazing is that this number is just for windows. What if all other OS versions were included?

I think that would not be possible. Many GNU/Linux distributions bring GIMP installed by default. And if that does not happen, you can directly install GIMP from the distro repositories.

That's a good question about obtaining an exact number for all operating systems.
I find it interesting that their were almost 5 million windows downloads with 2.8 and only .5 million with 2.8.2

Maybe more folks have gone linux?
Or perhaps many just do not like the newest version?
I know Partha gets a few numbers there also.
Perhaps they have stumbled upon his awesome website and switched to his up to date builds?

I look at myself and ,yes my gimp is the most recent but that is exception with LibreOffice i was a milestone behind and in most cases remember to update only because popping messages about new version

Alas if Gmic advice about new version Gimp doesn't so it is harder remember

Then there are the mac versions from Simone (lisanet)...not to mention parthas new native builds for mac and clayton now has a native version as well...

I keep Gimp scripts on Sourceforge and even if the scripts are OS-agnostic (slightly easier to use on Linux where python is pre-installed, though), there are download stats by operating systems. Windows is roughly 3/4 or 4/5 of the users and Linux the other 4th or 5th. OSX is marginal or they don't like Python. So the total number is only 25-33% more than than the Windows number.
