Welcome to GC milica. I think it should be possible in Gimp but I'm not an animation expert so I'm not the one to advise you.

Yes. Creating an animations like that is a fairly simple task for GIMP. Each layer in your image will be treated as a frame in the animation. Just create your background, then place each level you want to appear in your chart in its own layer. Once that is complete, you export the image as .gif and click the animation option.

You can further edit each layer (frame) to specify the delay before each frame appears and whether the frame is combined with or replaces the previous frame. You should try it on a simple 3 or 4 layer image, just to get the hang of it, and you'll be creating nice .gif animations in no time.

if you get stuck along the way, post your questions back to this thread and we will get you going again. :bigthup

Basically, you need to manipulate each layer as if it were a video frame. Alternatively you can install GAP, and treat each image a frame, which is easier to edit, since you can use layers for the purpose of layering rather than as frames.
I explain in the following video how to convert a GIF to an AVI, it will allow you to have an idea as to how to go about creating a GIF animation. It simply is a succession of similar frames with small changes from one another.
