See the various distortion filters and also the "Map Object" filter (to wrap things over part of a sphere or a cylinder). But what you are looking for looks a lot like applying a texture over a 3D rendering, which falls in the basket of 3D programs.

I know Saulgoode wrote a script for layer to selection. Whether it deforms to the selection as perspective well i don't know. However he did write Warp Text which will take any text layer and using 4 node points beginning top-left it will warp the image to it. It probably will work for layers or other types of objects i would guess. You can download it at the registry here.

The script's dialog offers the option to warp any path, not just text.

maybe warp text is in python and so goes in the plugin folder ?

Now you have mentioned you would like to fill a dress with the pattern then I would go for the displacement map filter.

Image 1. I have created a greyscale version of my cloth, showing light and shadow or you could create a depth map of your dress.
Image 2. I have created a new Layer filled with my pattern.
Image 3. Go>filter>Map>Displace and change your Displacement values and set your displacement image as your greyscale dress layer, note the pattern image and the greyscale dress image must be the same layer size.
Image 4. Just to enhance the displacement I duplicated my greyscale image and set it above my pattern layer and changed its mode to "Overlay" this the gives the pattern cloth the lights and shadows of the displacement.

If your image (of just the dress) is in it's own layer it can be overlayed with a pattern of the exact dress selection. Try layer modes on a top layer of a pattern cut to the dresses exact selection. Place the dress layer under it.

Actually that is my method that I use this far (but without displacement map), place pattern layer in front of color (or grayscale) layer and change pattern layer mode. Usually 'multiply' layer mode works better than any other layer mode. If the color don't suit, just 'colorize' pattern layer...

... but it feels... err... not natural, so maybe next time I will do it... manually...

Using displacement will give the fabric a more natural look.
