Normally if you contact Tux he will give you access to upload and edit your scripts. I thought this was already possible via the upload scripts and plug-ins link? Seems Tux may have the uploads set to be checked by a mod as to whether they be a safe file or not. Then a mod posts the files.
Why don't you send them to me via email and i will upload them to gimpscripts for you guys. PM me for my email contact.

I don't know if you will believe - but thanks to the kindness of one of the GimpChat members (who wants to remain anonymous for now) I already have the complete version of GimpScrpt from 24/01/2017.
The site contains 213 plugins.
