Your style reminds me of a coloring book. Trace the outline
and make them darker than the area you're going to color. Nice fish image.

The image has that look you described, but the process is much more involved.
The plugin developed by Skinnyhouse is awesome. It gives the image a special charm, in my opinion.

That's a lot of what wibbler is about - with a few bits of colour, gradient and re-shaping of paths but the real magic dust is the creative ideas that folk come up with.
Of course wibbler is really meant for use with custom fonts and shaping the character paths - the image options were just an after thought.
Sadly I have not got the skills to put it into Gimp 3.0.
