Greetings O Great Ofnut!

I installed the path-csv plugin as you have mentioned, but I can't get the decorate menu. I'm using GIMP 2.8.

Hi AdWay,
Open the Paths Dialog, and Right Click on a path (or if you have none, just click where one would be).
