I have to admit that this process has been a little complex to transpose in a filter.
In spite of the simplicity of the tutorial steps, during my tests I detected that the results can vary from brilliant to ugly very easily, depending on the characteristics of the source image.
For that reason I had to include in the parameters a set of "adjusting" steps to "approximate" always a quite good effect (while following the tutorial, it's the user who intervenes with personal manual adjustments as soon as something unpleasant comes out).
There are four types of adjustments:
1) adjust the mean values
2) adjust the saturation
3) adjust the mix of the colour components
4) remove extreme values (black-ish and whit-ish)
The parameters have been set to fit the majority of situations, nevertheless the user has to play with them when results seem unpleasant.
Anyhow, here my filter (EFFECT_U):

On the first two, defaults are used, on the third one some parameters have been adjusted as you can detect by the image name.

Very nice outcomes.
The original idea (reflected in the name) is to give a bit of 3d to the images.
IMHO this occurs quite well with portraits (so, for the first time, one of my filter is more suitable for portraits than for other types of images....
