hrmmm :P

Working on fixing Colored Pencil Plus and stumbled upon a new discovery (filter effect)

Still testing but probably will release this one soon. Only two options in the dialog for this one.
color layer and contrast.

Seems to work best with a dark color picked within the image with the color picker.
