I believe the Texturize script has been in each version of GIMP I've had which the oldest, I think, was 1.2x.
Sometimes playing with a script can have some nice results. File > Create > Logos > Textured... is the script I used here.
I ran the script with the default settings in both cases.

The text below was done by deleting all but the top layer; the layer mask was applied and a new, transparent layer was added. The new layer was filled with orange (2e96d1). Both the orange and blue texts are the result of the orange layer. Layer modes changed the color.
