New Gimp Plugin that makes a colored pencil sketch effect

Stuff to know about this plugin

1. The colored Pencil mode is a slider to enable/disable

2. The sketch effect is made by linear motion blur

3. If you have Gimp 2.10 you will find this in GEGL Operation under the name Charcoal Sketch. If you use Gimp 2.99.16+ you will find this filter in filters/artistic/sketched image.

There is no .zip package, .dll cannot be downloaded, it will be blocked by O.S.

I only .zip stuff that has more then one binary and its always been that way.
