Filter is located in Filters>Render>Fun. Use in default for easy use, or disable the checkbox and set a blend mode manually such as linear light. Its also smart to use the master opacity slider that all GEGL filters have.

Working Plugin for Windows GIMP 3.2 and 3.0.8 and hopefully beyond
