GIMP Version: ALL 2.8.6
Operating System: Windows
GIMP Experience: Intermediate Level

First i must apologize with Samj ,at first i thought was something in her build , but not i stumble on the same problems with ALL the gimp build i tried to install :

Problem is simple ,not all BUT most of the preferences are locked :
the boxes can't be marked or unmarked, the OK and reset buttons as dead

Note
1)
that can't be the well known lock of Windows 7 & 8 on "Program Files" because portable was not installed there, and in the standard version i tried too , the relate files are in the other gimp folder in the user directory
2)
The file that control the preferences ,gimprc ,IS editable without problem with any test editor , actually edit it is the only way to modify the preferences.
If edited the changes are preserved : the file seems locked ONLY for GIMP

Now are 3 weeks i fight with this, i am new to 8 but all other programs seems to work , only no way with gimp

Exactly the same gimp (in 3 weeks i tried all builds .. :gaah ), if moved on another laptop with 7 work flawlessly

Now ... anybody else had the same problem ?
How to trace what goes wrong what is literally locking the command most of prefrence tabs
(again a few remain editable and that for me is even more puzzling, if a lock on the gimprc file NO any change should be possible...but no, only most options are locked not all )

@PhotoComix

There can be many causes to a problem.
Here is a first test.
To try to eliminate the problems of user rights you can create a new administrator account and test from this account.

For other reasons i contacted Lenovo assistance :
sometimes the laptop crash for "Power_Driver_Failure" the touchpad is really too imprecise , and alas even a external mouse seems to loose accuracy when connected to THIS darn laptop .. the wireless doesn't work well

And there is no way to enter in the bios, i mean the Ufi or how now is called , no more !
the key (hard to guess Fn+F1 ..or F2 ) worked only once then no more so i can't even create a dual boot

Back to gimp is probable that all the OS would be reformatted so IF your first suggestion , that is nice also because quick to try doesn't fix i will not try further ...

have you tried 'Troubleshoot compatibility' option? (right click on gimp.exe and run it with Win 7 settings)
I heard about some minor problems with gimp on 8's but yours sounds like a major one.

I was having some major issues with GIMP on 8 aswell, so I think this is a bigger problem all together. My GIMP would just totally lock up, and I know it wasn't the computer because my mouse and other windows still worked fine.

Not sure if may be considered a major problem, many never enter in preference and would never notice, but for me IS a major issue .
What worry me also is that the PC is almost new and i didn't much changes , only the minimum to make it sort of usable , neither except gimp i added much programs
...i even disabled the firewall/antivirus and try to run gimp as admin, no luck even then

I was talking about MS products ofnuts. DOS is good because they never contributed to it :hehe
OK, let me rephrase, there are two categories of MS OS - CRAP and LESS CRAP.

You can dual boot with UEFI, what model of Lenovo do you have?

I did it on my laptop just took a bit of playing to get it right

Have you tried this method, Accessing the UEFI settings from Windows8?
Here's a bit more info about the difference in BIOS access with pre-installed Windows 8,
