Fixed for Windows 10 / Gimp 2.10.x

Get it from here https://www.gimp-forum.net/attachment.php?aid=1950 add_multiple_guides_plug-mod.py.zip

Unzip. Goes in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins

Python plugin, needs an image open for the dialogue to show.

Find it in menu: Image -> Guides -> Setup Multiple Guides...
