I've just update Gimp 16 July 2024, version 2.10.38 (this confuses me as 2.10.38 seems to have been around some time) and now every time I focus on the main window/page I loose my toolbox and tool options, minimising and the maximising (?) brings them back, but they go again as soon as I click on the main Gimp window again.
I tried installing an older version from 2017, but the same problem exists so I suspect the problem lies with; windows 11, my PC, just installing an older version over the top did not remove the problem

Have you tried single window mode?
Top of the Image window
Windows>Single Window Mode

But you should also save windows by going to Edit>Preferences>Windows Management>Save window positions on exit.

Then click ok to close preferences and restart Gimp. When it opens you should have all the dialogs you had opened ( tool options and toolbox), docked and your problem should be fixed.

Also all the dialogs are dockable. Windows dockable dialogs.
