Your girlfriend would not like be applied to her (if not maybe on Halloween, ...but be prudent) and parents of teen may react wildly if used on their children

Step 1 Dup and Oversmooth

i use Gmic "apply to new layer" output option and a Graphic Boost preset to over-smooth the face
This will be used as BG layer

Step 2 Dup and Oversharpen

As for 1 but for oversharpen, so again a dup of the original ...here i used a very grainy preset of Wild Cartoonizer but you may also use Unsharp (raising the value for "darken" )

MERGE

now change top layer mode that more grainy to darken only.lower a bit the opacity...
